Gimp may be perfect for that application. In fact working with it and CS simultaneously for few months I saw no real difference except for serious troubles when Gimp had to deal with PDF Files. One more advantage - Gimp is Linux- friendly soft.

Locate elements in projects fast with the new QuickSearch feature in Adobe After Effects CS4. Edit and preview code changes nearly twice as fast using Live View in Adobe Dreamweaver CS4. Complete everyday tasks faster with powerful new ways to design and deliver content across all media.

KompoZer is a good alternative to Dreamweaver if you're on a budget. Do you know how it compares to Notepad++? I often use that as a free text editor. It's more robust than notepad, but lacks the bells and whistles of other editors, but it also doesn't have any limitations to the types of files you can edit.
